OT help needed with tweaking costume

My Dh had an outing in the mall with our dd this weekend, & he decided to buy her a halloween costume.

Because he was so proud of himself for getting it, I won't return it but I need ideas on how to make it better. It's tinkerbell but not a quality costume.
I was thinking of adding a tutu skirt. Does anyone know where online I could purchase some green tulle and instructions or pattern on how to make one?

I also need some ideas on how to make this costume work in a colder climate too-it's sleeveless, pantless etc., and the wings attach on the bodice, so that will stay the same, but I can change everything else.

For the tutu, check at a joann's or any other craft type store. You can buy it by the flat bolt or in big spools which is easier. There's a GREAT tutorial here. Plumtickled: Tutu Tutorial Time.... say that three times fast! I made one for my DD a few years ago. And They Never Slept Again (AKM3): Dancing I didn't buy the spooled stuff like the instructions site rec's I just used some flat stuff I had and cut tons of strips. The spooled would have been WAY easier. I also tied ribbons into mine every 5-6 strands.

Otherwise, I'd think just a LS shirt and some pants/tights under it would be the first effort to make it warmer. If you find some cute grownup knee-high socks that go with the look you can put those on a kid as tights. I've also cut the toes out of grown-up socks to use as leg-warmers. DD had some cute spider-web ones last year--way warmer than tights and less $$.

I did this for my youngest daughter years ago. With a store bought Tinkerbell/Fairy outfit, I bought a ready-made tutu of pink toule. At one of the local dollar stores I also bought a ribbon tutu that had jingles on it. It is not so cold where I live, but I did put leggings on her and a polo shirt underneath anyways. I put pom poms on her sneakers. Fairy wings, her hair up in a ponytail tied up in tule as well with glitter. Heavy on the glitter, some makeup and yes more glitter, mimics pixie dust. She had a little purse with pixie dust also. Do take pictures, in a few short years they will wear what they want to wear.

It is much easier to buy the spools that to cut the tulle. Its so simple to make tutus. I would suggest tights and leg warmers. I got K some at Target for Less than 4 dollars for her costume. I think any kind of ribbons would hlep make it look a little "fancier."
