Requirements for Foreigner Applicants for an International Adoption with CNA


1. Petition containing full name of the applicant(s): age, civil status; citizenship; residence address; identification document; address to be notified

2. Special Judicial Power of Attorney to an Attorney who will represent the applicant in Guatemala

3. Legalized Copy of the Indentification Documents done by a Guatemalan attorney

4. Birth Certificate of the Applicant: Legalized by the Guatemalan Consulate

5. Crininal Records of the applicant: Legalized by the Guatemalan Consulate

6. Marriage Certificate of the Applicants, if it's the case: Legalized by the Guatemalan Consulate

7. Employment Letter or Income Records of the Applicant: Legalized by the Guatemalan Consulate

8. Health Certificate of the applicant (mental and physical) and of the people who live in the same household: Legalized by the Guatemalan Consulate

9. Recent photos of the applicant

10. Central Authority's Certificate or siimilar of the Country of Origin stating that the applicant has taken and concluded the Orientation Process

11. Competence Certificate issued by the Central Authority of the Country of Origin of the applicants or similar

12. Certificate of being registered and suitable as Adopting Parent(s) at the Central Authority's of the Country of Origin or similar: legalized by the Guatemalan Consulate

Not really any hope, it just means this is what we as "transition" families needed to get together to finish our adoptions through CNA. If adoptions ever do open again, this will likely be the list of requirements.

Aug '05 found out DS #2 adoption was never started. Lawyer promised to reform, got through family court, birth mom disappeared and more lies...
Lawyer fired and new one hired. Abandonment granted Jan 30 '08. Received abandonment decree March 18 '08 Praise the Lord!
Oct '09 Adoption approved by family court!

Adoption complete April '07

We were recently in Guatemala and paid a visit to the CNA to ask about intl. adoptions. The attny we spoke with told us that international adoptions will probably open in the future but priority will be given to Guatemalan families. Children that cannot be placed domestically will be placed internationally but they expect these figures to be low. Additionally, while they said that they will open internationally, they also explained that they would only work with some countries and that these countries must have Central Authorities to coordinate with Guat's CNA.

While this seemed like positive news, there is still uncertainty about whether Guatemala will work with the U.S.A. and the attorney was explicit in that people should not begin any process right now and to beware of agencies and/or individuals offering "head starting" processes.
