I know how you feel
I live in IL and in IL you have to readopt to change name and get a new birth certificate. So I waited a while and called our agency and another attorney that does adoptions and found out that since my homestudy was expired we would just about have to start over. If your homestudy is still good. CALL an adoption attorney ASAP
My daughter has been here 3 years and we still have not done it because now it will cost a lot of money when it would have been $600. funny thing is we put it off for the $600 and now it might cost a few thousand. To have some paperwork. CRAZY

I live in St. Louis Co..We did not visit so had to do a recognition of the foreign adoption. A new birth certificate came with that. Then I did the SS#. I know people on here do it themselves but I went ahead and did the attorney who filed everything for us and all we had to do was show up and sign the papers. I want to say it was around $700 or so but that was 2 years ago. PM me if you want the attorney's name.

If you were IR-3 you need to get your SS# first and then go back and change the child's name (if you are changing name) with SS office. Do this first as it can be a huge hassle if you have already filed the Missouri BC with a name change.
(2)Then call Jefferson city vital records and ask them to send you the form for a new BC. You can change the child's name at this time if you wish. (3) Get a US passport if you want one. (4) After you have SS#, Missouri BC, and if you have changed the child's name file for a new C of C. Recognition of foreign adoption is not required in Missouri but is suggested so you will have access to US documents should you or your child ever need them. You can call your county clerk office for this step if you chose. You should also file your G-884 if you haven't yet, for return of the documents in your envelope on arrival. Also file form G-639, freedom of information act to receive additional information back used during the process. Both forms can be found at uscis.gov Email me and I will forward the easy instructions to fill these in. Congrats and good luck!

paperwork
Our process was totally easy. We did visit, so came home on a IR-3. Here's what we did:
**applied for a MO birth certificate and asked that her name be changed on the birth certificate. No problems there. Just had to send copies of all the adoption stuff with translations, then send a letter from a friend who is bilingual, verifying that the translations were correct. **received the MO birth certificate with her new name and kept a copy of the application for the birth certificate, so I had a paper trail with her old name. ** took everything to the SS office: MO birth certificate and copy of the application for the birth certificate, our final adoption decree from Guat, birth certificate from Guat (the one with our last name on it), and basically any other papers I had from the adoption. The social security office was very nice, didn't ask for anything else and issued our dd a SS number in her new name, without any problems. We received the SS card within a week. Hope this helps! Michele

We hired an attorney also. I was so overwhelmed with everything it just made the process easy.
I did go to the SS office myself, that was painless and sent in the paperwork for his new COC, but otherwise the attorney took care of everything else.

If you do a search for 'Missouri Readoption' you will find quite a few threads on this topic. Jackson and Clay counties seem to have slightly different rules than the other counties.

We used a good attorney and completed the readoption in September and rec'd the new bc in Nov. Once the holidays are over I plan on sending in the N-600 for her coc. I THOUGHT I needed that for her ssn...but after reading the replies above...maybe not? Then I want to get a new passport too.
We're in Jasper county.

Quote:
You do not need a COC to get a Social Security number. Our children, regardless of visa type (IR3 or IR4) qualify for a SS# from the day they enter the US. Without a COC, your child will be listed as a legal resident and not a citizen, but it is no big deal to go back with the COC after you get it and have their status updated. The number and card stay the same. Technically the readoption process is what makes your child a citizen, but SSA must see a COC as proof of it. They are not suposed to take readoption documents as proof of citizenship. Only the COC.
