IR4 visa in Oakland County Michigan?
Is there anyone here who has experience with what you need to do/who you need to contact for an IR4 visa in Oakland County? I am asking for a Forum member. Please feel free to PM me if you would prefer not to post here. Any help would be appreciated.
I was going to PM those of you I know are in Oakland and figured this would be easier. ![]()

I know someone from OC who adopted in 2004 but had an IR-3. Is that any help? Or is that a bit "too little too late"? LOL

Hi Debbie-
As I'm sure you know, re-adoption is not required in Michigan, as the State recognizes all foreign adoptions as final. In most counties you only need file a Delayed Foreign Birth with the county, then request a Birth Certificate from the State of Michigan. When we brought Hope home we lived in Gennesee County but soon after bought a home in Oakland County. I went to the Oakland County Clerk's office to file the Delayed Foreign Birth and was told that in Oakland County they do not recognize IR-4 visas, only IR-3. I argued that the State does not require re-adoption, and was told that yes, but Oakland County does. They told me I needed to contact my Adoption Agency, or an attorney. In my case, I was fortunate that Gennessee County issued the Delayed Foreign Birth because I lived there when the adoption was completed in Guatemala. I'm sorry I don't know the exact steps that are required to complete the re-adoption. |

I can think of quite a few people in Oakland County with an IR3, but not anyone specifically with an IR4, but there must be someone. I am really curious now, so off for more research. ![]()

Check with people who have adopted from China or elsewhere. In those cases, all the children come home on IR4 (no pre-visits). Someone with that experience should be able to help.
