So out of the LOOP! What is RENAP?
Sorry to sound looney! But I am trying to figure out RENAP. I am not in process right now, so I am clueless. Can you fill me in?

I probably am not going to explain this well and I definetly don't understand the details, but since no one has responded I will give it a go and hopefully someone will jump in and do a better job.
Basically RENAP is a central authority for the issuing of BC's. My understanding is that the BC is still requested through the city/town the child was born in, but that it is actually issued through this newly developed centralized department. I believe that it was developed as part of working towards a Hague compliant process.

RENAP is the newly-created National Civil Registry of Persons. It is my understanding that all new BCs (adoptive or not) will eventually be part of this system. They are phasing it in a few cities at a time. So, currently, some BCs are coming through RENAP, and some are not. Someone posted a link to a list if the dates different ciites were phasing it in, but I don't know where it is.

Renap stands for "regitro nacional de las personas" (aka national registry of people). It's supposed to be a central agency that will have all of the birth certificates, marriage licences, divorce decrees, adoption decrees, ID's, death certs, etc. centrally organized. Once a civil registry (like a county records office) within a municipality (like a county) within a department (like a state) agrees to use RENAP, then all requests for such documents that were in that CR have to be processed through the RENAP offices. As mentioned above, I had assumed this meant that a person went there and requested it and that was it, but in some areas it seems to mean that the request goes through RENAP but can still be handled by the old registry as the point of contact...or maybe vice versa (ask at RENAP and they get it from the old CR)? It's all very new.
In theory this would mean that all files from RENAP affiliated regions would be equally timed in getting their new BC's, which means some of the areas that were same-day or same-week are now 3-4 weeks but, at teh same time, if an area used to be 6-7 weeks and joins it would also go to the 3-4 week standard. It does not seem to be working that way, though, or at least not in predictions. Some seem to be getting the paperwork from the old local place who then re-checks it through the RENAP office before issuing making it even longer than before, some RENAP places are showing to be pretty consistent at 3 weeks while others are predicting 6-7. What is Renap???
It is the thorn in my side! Last year we got our daughter's bc in a few days.....One year later it will take weeks! Blah..............
