Hi! No, you don't *need* to have the COC to get the G-884, but it has been recommend on here before that you should file for the COC first and then the G-884. This is because the documents that will be returned to you with the G-884 are the very ones that the USCIS may be referring to when they issue you the COC.

We filed for our COC last year and received it in Nov. We sent in our G-884 a couple of weeks ago and we got it back just this week. It had copies of our original documents from the adoption (protocolo, GCBC, our BCs etc.)

PM me if you need more help with this, Good luck

Just to add to that, if your child came home on an IR3 visa and you will just be getting a new COC after a name change, they will not even need anything but the old COC and the name change documents.

If your child came home on an IR4 and you will be readopting and applying for a COC, you can wait on the G884. But, you can also file the G884 first, and just submit the supporting documents yourself when you send in the COC application. I have a list of the documents if you need it. It isn't really a big deal to send the supporting documents with your application.
