As we all sit here in this deep black hole of PGN, I am sure many questions come to mind. I wanted to know when the final signing (by the birthmom) happens. Are you out of PGN and then she signs or is it a part of the PGN process? Just wondering. Wondering about a lot of things while I wait..........

At least in our case, and I assume its the norm, the final protocolo was signed by DS' bmom after we exited PGN (we got out on a Thursday and she signed the following Monday).

My final signoff was about a week after I got out of PGN (on my birthday as it turns out).

We just got out of PGN on Wednesday and the birthmother came in today to sign - I was wondering the same thing myself until our agency told us. I believe now that she has signed the decree, the attorney can apply for the birth certificate - I am under the impression they needed her signature in order to get the birth certificate...

You are correct. You are officially the parent(s) after the birthmother signs for the fourth and final time after you exit PGN. And the new birth certificate can then be requested with you as the parent(s.) The birthmother can still change her mind up until this final signature.

I received the following message yesterday from our agency:
"the attorney has submitted the case to the Civil Registrar’s office. When we get a copy of the final decree and birth certificate we will scan copies to you"
Does that mean that our birthmom has already signed for the last time? (Oh, please say yes!!).

It sure sounds like it! The new birth certificate can't be requested until the birthmother signs off and you are officially the parents, so to have been submitted to the CR, she must have signed.
