I am still confused about a few things. Who gives the authorization for DNA testing? Once it is approved, test is done, and results come back what is next? Where does PA come in? Does it come after DNA results or does it have nothing at all to do with the results? I know I should be asking our agency these questions, but they don't give me straight answers.

The attorney/facilitator must receive authorization from the US Embassy to have the test completed. This takes time. There is paperwork that the Guat side must present to the US side before the authorization will be given. Plus, I believe that the embassy limits the number of auth's it issues/day.
Test is performed at a US sanctioned MD/lab. Results are from a lab in the US.
Results head back to the US Embassy/attorney/agency.
US embassy issues pre-approval for the remainder of the adoption proceeding from a matched result.
No match - you're done.
A match - on to PGN. You may enter PGN w/o pre-approval but are assured a KO.
No p/a - no pgn progress.

That about sums it up. Once you have dna authorization( your agency should inform you of this because your credit card will be charged). Dna is then done. Results will be sent to you with a picture of birthmom and child as well as to the US Embassy. Once they get logged in there, you are put on the list for pa which is taking appox. 45-50days now. once you have pa you can enter pgn. hope that helps!

Family court is happening in parallel to DNA and PA.

DNA and PA are happening on the US side of things.

Family Court is the Guat side. You have to be out of family Court to enter PGN.

You can be entered into PGN w/o PA, but will get kicked out for it. Not all attorneys will do this.
