It would make sense to speed up the process so that PGN could prepare for a new adoption system. If this new system is not ready by 2008....I would think it would be less of a headache if most of the cases in process were completed. If the government does not have the money to start implementing the Protocolo, than where will they get the money to care for all of the children in process now. But just because it makes sense to speed up......doesn't mean it will. But wouldn't it be great!

Barrios released cases today - so if they have plans to transition cases to the protocolo (which we do not yet know if they do or not) if I were him, I'd stop working. Why bother right? But the fact that he is continuing to sign cases out today is a good sign, I think.

But don't you think Steph it would less of a headache for Barrios to sign off on current cases than deal with handling them with a new system? Oh boy, I am so scared that PGN might slow down or even stop within the next few weeks...will you have more info on this when the written statement is ready? Please God, don't let our babies get stuck in PGN....

Guys I am speaking on zero authority here, just opinion. But I believe things will continue as usual for quite sometime. IF this actually goes into effect I believe they will probably give a target date and anyone else in process will be grandfathered in. I think the reason that things slowed to a hault before, was because PGN was named the central authority and they went on a power trip. I believe that until there is something more solid things will probably continue statis quo

I do know if they try to slow down or stop working, the ADA is going to have criminal charges brought against Barrios. They are forever having people tossed in the jailhouse down there. I don't think I'd like a job with the gov't for that reason!

Here is my guess...

Business as usual until new guidelines are firmly established. They want to continue to make sure that current laws are being met and I don't see them "speeding up" and overlooking what they see as issues.

There won't be a grinding halt either like in 2003.
This process will be much more gradual and allow for a transitional period.

JMO.

I like how you are thinking. Gee, if we get out of PGN quicker that might make up part of the slowdown we're having at the Embassy (wishful thinking, I know!)

I am, however, very encouraged by the statement by Berger today--the fact that he didn't try to (unconstitutionally) bring an immediate halt to adoptions is at least a positive sign.
