Anyone come through Houston on an IR-3 recently?
I was wondering how long the COC's are taking to be issued. I need to get Antonio his SS card. I was told he needs his COC as one of the documents to bring. Thank you. As usual I get more information on this board then any government site.

Hello, When my daughter came home last year we did not need the COC to get her SS#, I was told for my second daughter to just bring her adoption documents and her passport with the visa on it, she came home about 4 weeks ago.

We came home in November. We were told to wait until we had our CoC before we applied for our SSN. Our CoC came in 3 weeks after we got home and to be honest that was the first time we had time to take a breath anyway! We took our CoC, our passport and our adoption docs. Our SSN card came in about 2 weeks. Congrats on having your Guatling home!

I have actually called SS here in NJ. They told me that they need the COC to issue the card.

Mine wasn't that recent (1 year ago), but it took exactly 4 weeks for the COC. We came through Houston on an IR3.

You absolutely do not need the COC to get a SS#. He will be listed as a legal resident until you go in and show them the CoC, but you CAN get one without it. I got one for both my kids just days after they came home.
Take a look at the post by Sak9645 in this thread. She gives a ton of useful information. Social Security Number
