I sen in a copy of the COC, Guat passport, and Guat birth certificate that shows my husband and I as parents. Don't forget to have it notarized also!
I would at least wait until your COC comes. It is going to take a little time for Immigration where you land to process the paperwork, and send it on to where ever it goes to and then the COC to get sent out. I would just be concerned that if you sent it in too quickly, they wouldn't be able to find the packet, or they would and send it to you and then the COC wouldn't get sent out, or something crazy like that. Plus the COC is an easy thing to copy as proof of identity.

Actually I have asked my agency about this recently and they haven't gotten back to me, but according to the wording in red on the front of the COC, it is against the law to make a copy of it. I just made copies of my passport and my DD's.

This has been discussed here quite a bit recently with the whole having to color copy your passport for the Embassy now. I agree that it does say that, but I can tell you I did do so, and got both kids' packets back and haven't been hauled away yet.
It does list in the instructions that a COC is an acceptable form of identication and quite honestly that and my child's passport were the only two forms of ID they had.
