Is the Hague convention a bad thing?

I have heard that Guatemla does not comply with the Hague requirements. What does that mean? Any ideas how they would have to change to comply? I understand that it they implemented changes into the system it would delay things quite a bit while changing, and I don't want to minimize the impact of that, but what would those changes mean to someone that wanted to adopt from guatemala in the future? Would it bring more regulation to the process? Would it require the care of the babies to be run by the state rather than private foster care? Would it place more restrictions on who can adopt? Would it require the Guat lawyers to lower their fees, or at least disclose how the fees are used?

If anyone could explain in plain english what the long term consequences or benefits if both the US and Guat comply with Hague, that would be appreciated. (or point me to a web site that explains it).
