Using city issued BC for Dossier & PGN

I've been doing some reading and I know that most people use the Birth Cert. issued by Vital Records.

I know that you can use a birth cert. issued by the city you were born in and then go through the same steps as all your other documents for the dossier. I have a friend who did this and it was fine.

I'd like to know how others that have done this made out in PGN.

Thank you.

We had no problems using the city issued birth certificates. We had 3 KO's and none of them had to do with our birth certificates.
