nonrecurring adoption tax credit

Could someone fill me in on this? Ive heard that we qualify to get this because our children will be considered minorities. Is this true?

The federal one? No, everyone adopting gets it, regardless of the child's race or ethnicity.

Some counties in some states offer a nonrecurring adoption subsidy, but even though it says it is offered to minorities, most international adoptions do not qualify, unless the county or state has additional money left over at the end of the year, which usually doesn't happen. That's what I found out, anyway.
