We live outside the US and would like to adopt a mixed race child

We live in the UK and will be moving to the Caribbean in 18 months time. We would like to adopt an AA or mixed AA/caucasian child as we think he/she will find it easier to fit in with other children and at the local schools. How easy is it to adopt a mixed race child in the US (it is almost impossible for a white couple in the UK) and how would we go about choosing an agency to help us once we have completed our home visit? I have been on to the NAIC's website but that seems to need you to select a State which is hard when you are overseas. Thanks
