Adopting my niece/mother will contest

We would like to adopt Angela but do not have the financial (or emotional) resources for a long court battle. Her mother will almost surely contest an adoption. We want to give Angela a sense of permanency but also don't want to "upset the applecart". Angela's father is dead and his family would likely be in support of an adoption. We are at a bit of a loss about how to proceed. Thank you giving us ANY information about how to proceed.
