Hi,
the easiest is to contact your local county agency, but if you have done this already you might want to check with some of the agencies listed on our state by state list, for example look at http://www.adopt-usa.org/resources/agency.html and click on California also, try Kinship Center 1-800-4KINSHIP

Adopt Daughter-in-law, age 30.
I have been married for 5 years to her mother. Her mother's been divorced from her father for over 20 years. Her father is alive. My daughter-in-law loves the idea of me adopting her. She needs it for self-esteem. Her father has never paid any attention to her. What forms and permission do I need. Do I need the Father's permission even though she is 30 years old? Can I do this without a lawyer, acting "pro se"? What forms do I need and where can I get them? I live in Queens, NY State.
