Washington StepParent Adoption

Does anyone have any links with information on StepParent Adoption in Washington (the state not DC)

My sister is getting married next week. She has a 2 year old (almost 3). The father is not listed on the birth certificate and has never stepped up to even meet his daughter. My soon to be brother in law is interested in adopting my niece and I was wondering if anyone knew where to start.
