Smile Question Re: State Residency Requirements

My husband and I are looking at job opportunities in several different states. Two of the states have very lengthy residency requirements related to adoption. Are we right in thinking that the residency requirements will only affect us if we chose to adopt a child from that particular state? Regardless of where we might move, we would always have the option of adopting a child from another state (without residency requirements) or of adopting internationally - isn't that correct?
