Intrastate State Foster Adoption

Hi. We live in Tennessee and were hoping to adopt a sibling group currently in state foster care in California. Does anyone know if this is possible and if it is, how difficult would it be. It's my understanding they like to have the children have short visits at first to get them comfortable with you before they move in perminately. That would be difficult because of the distance, do they make exceptions? Is CA easy to work with?
