agency vs. attorney

Hi, just wondering if anyone used an attorney vs. an agency and why. How did you choose the attorney? How are the fees? I live in Hawaii and have been researching our options for months. We are foster-adopt approved but no placements yet. We are looking at both domestic and international. Any info would be great! Thanks!!
