Exclamation Questions about adopting a child of Illegal Mother

Please help.
I am trying to find out if it would be legal for my husband and I to adopt a baby of an illegal mother. The mother is a teenager who has been relocated to Canada from Africa... before she left she was raped and hence is now with child. She has asked us to adopt the child. (We know her through our trips to Africa)
I have heard it is impossible to adopt a child from Canada and that our best bet was to have her give birth in the States and proceed from there... Is this Legal??

Bringing a woman to the US for the purposes of giving birth in order to create a domestic adoption situation is not legal.

Through an agency however, a child can be placed as from Canada to the states if the expectant mom directs it ... if the child gets involved with DFS up here, then the child will not be permitted to go to the states as Canada is a member of the Hague Convention and there are plenty of waiting parents in Canada.

She and you both need to contact agencies in your home provice/states. If she is in BC she is required to use an agency, other provinces, she may be able to use a lawyer. Either way, its probably going to be pricey.

Thank you all so much for your help/advice... still not sure what to do.. we are going to look into a few options.. I have put a call in to an attorney and a local agency. Hopefully they will be able to help.
Someone said we might be able to get around it because she is not a "citizen" of Canada....they lawyer will hopefully be able to help figure this out.
She is due anywhere from Christmas day to the fifth of Jan. So this would be a quick move.
