Stepparent adoption through surrogacy

It's no different from any other step-parent adoption. Your message was a little unclear but I'm assuming you mean that your husband is the biological father and the biological mother was a surrogate who is prepared to voluntarily terminate her rights so that you can adopt the child. See my reply under "How can we get this done?" posted 1/18/02 and the one directly following which has the text of the relevant Pa statute.
