Have ex hubby that won't consent, what do i do?

My ex husband left myself and 2 girls more than four years ago. I met a man that has been the father to my girls for the past four years and he wants to adopt them but my ex refuses to sign a consent form. He has to be forced to pay support and insurance and left the state to go chase a dream of being a paid firefighter. I have no problem with my girls wanting to see their biological father but as long as he's not a father of "convienence". My new husband has been supporting and keeping a roof over thier heads and we feel that he has all rights to these girls but my ex thinks other wise. How do I go about getting my ex to allow my new husband to adopt?
