Illinois law on parents abandoning their child

I have been involved with my fiance's raising of her son for about a one and a half years, the ABSENT NON-CUSTODIAL father has not talkedto or seen his son in over 2 years and not paying child support, and out of the blue calls up and demands to see his son. Due to his visitation rights he can see him. WHAT DO I DO WHEN HE HASN"T TALKED OR SEEN HIM IN OVER 2 YEARS
