Another Step-Mom in need of help, Please Help!

While she was being investigated, she wrote a letter address to my husband and I,stating she giving up her parental rights. We then sent the letter to friend of the court. They told us that we needed a lawyer to write up the papers, which would include me adopting, but the only problem is I have contacted lawyers and there is no way I can afford this. I have tried free legal aid, but they do not handle cases like this. Can we do this ourselves? My husband and I have been married for only six months. We need to get this done now for the sake of the child mental health.
