i do believe that you can file for a petition for unfit father with a lawyer and if they were to send him so many notices with no reply then they can file for something like a no contact law there are some things that have to be done first though. also i found that in the state of ohio you can post that you went to adopt youre child and give the birth fathers name and childs name and in the paper for like 3 months and then you can file for adoption and it is legal you might need to talk to a lawyer about it but it can get expencive if you can even get a lawyer to talk to you without wanting money.
