Newbie! Want to adopt son born in Philippines.
Wife is from the Philippines. We have been married for 8 yrs. She's been here for 7 yrs. When I met her she was pregnant. She had a boy and he was 1 yr when we got married. We married in the Phils and he was born there. He is now 9 yrs and has been here with us for 7 yrs. There is no Father's name on the Phils birth certificate, it just says "illegitimate".
He has only ever known me as his Father. He has his mother's maiden name and we would like to have it changed to my last name, as her's is. The bio father raped his mother in the Phils. and is not known. Where do I start?
