need help in Allegheny County

My husband wants to adopt my son that in reality he has helped raise since birth. The birth father agrees to the adoption but we are having trouble finding an attorney to handle the case without it costing us a bundle. Any suggestions? We would like to just do it ourselves but the county officials refuse.
