Step Parent Adoption

I tried having my daughters name changed a few months ago, but I had it dismissed in court yesterday because her father tried to fight me for visitation, but since he only filed a motion under my petition, not his own petition, the judge granted our request. He has not seen my daughter in over three years, and has only paid $300 in support, he owes over $6,000. My lawyer said in a few months we will try for a step parent adoption. Does anyone know anything about this? Do we have to contact her natural father, like we did for the name change? Can it be done without his approval?
