I was wondering if someone could help me. My husband and I have been married for 10 years. I have two children from a previous marriage to a Japanese citizen. He has never paid money or seen these children in ten years. I tried to go to the Apache county attorney's office, but she wouldn't take it. My ex-husband refused to sign any papers. Next, I tried to have him served through the postal service. That didn't work either. Unfortunately I know where he lives. How can I get this man's parental rights terminated? This just doesn't seem fair that he can sit there and refuse to sign papers or pay any money for his children. Thanks.

I just wanted to update everyone. I sent a piece of registered mail overseas and the post office never returned the return receipt. I had the post office do a search. It took six months, but they finally replied that the mail had been delivered. I gave that piece of evidence to the court that the ex-husband had been served. The court then severed the rights of my ex-husband.
