separating siblings

I know in TN. there is a law called the "Brian A" law that states all siblings MUST remain together unless it is not possible for them to be adopted any other way but by seperating them. Usually that is when one or more is severly handicapped making them hard to place. I know this because we are in the process of adopting 2 half brothers and they told us they could not be separated because the state still views them as one case. Hope this helps.
