ICPC Adoption Question
Has anyone completed an out-of-state adoption for special needs children? How long was the ICPC process including the supervision period before finalization? In my case, the sending state will be Colorado and the receiving state is Indiana.

Our daughter was considered special needs due to Title IV eligibility (Not sure exactly what that means) but we were able to get a full adoption subsidy due to this. Bioparents were TPR'd due to aggravated circumstances and she has some emotional issues.
Our ICPC took about 10 mos to complete. Then she had to be living with us for 6 months in order to finalize the adoption here. I hear most states the child has to be living with you for a minimum of 6 months before you can finalize but I'm sure that may vary depending upon circumstances.

First ICPC for us was six months, a little more. By the time it was approved, she was on track for RU.
Second ICPC one year and a couple of months later, too four months. We fostered her for a long time then before TPR. If we hadn't, the interlocutory period would have been three months. ICPCs take a long time and it helps to be on top of every stop the paperwork makes. Interlocutory is different for every state. Colorado may be happy with Indiana's rules or vice versa. You may be able to do the adoption in either state--it would be up to Colorado as it would retain jurisdiction. To learn more, check out the ICPC admin website and the state laws of both states. |
