not sure where to start

To adopt from the state of washington (in the cps system) you must first become a foster parent. When that is all taken care of you may then go forward with only "fostering to adopt" children (children that are legaly free or are going to be legaly free) and may come across one that will come from the hospital. You need to adopt privately. What you describe is never going to happen through DSHS. You need to advertise, get an adoption attorney and find a birthmom on your own.
