Adoption and the State of Maine

I have a question: A friend of mine (we live in NY) and his wife are trying to adopt a boy from Maine. The boys parents were killed and he's in a foster home. The state is trying to get family members to take him but they won't/can't. The cw's have given my friend and his wife a hard time. (They have a dog they have to get rid of; pool isn't fenced in by Maine standards although they meet NY standards). Is this normal for the state of Maine? My friend and his family are CC and they want a CC kid but that should have no bearing on their homestudy being approved, should it??
