adoption of a known child in Texas

I am in Texas. DH and I have been pursuing internantional adoption...recently, a friend contacted us about a young boy that may be available to adopt here in Texas. His mom is out of the picture and relatives know he would be better off with a different family.

My questions (lots) are.
1. do we contact an attorney immediately, before moving any further?
2. Do we need a home study?
3. Are the fees associated with domestic adoption a tax credit...like the internantional?
4. Is it possible to do this without an enourmous amount of fees? We have spent thousands already with the internantional agency.
