I'm not an expert on their regulations, but from my experience, the regs differ from state to state. The first thing is to try to find any agency still working in Mexico - it is a slim few. I just bailed out of my Mexico program this spring because it would never result in a child... last year the Mexican officials said that my dossier had to be there 6 months before they would look at it and when that time was up, they could not come up with a referral in 4-5 months (I was asking for a pre-school age child or younger and I already have a Mexican daughter). My first adoption there resulted in a 6 1/2 week stay due to all kinds of problems. I think the INS web site has some of the regulations.
Best wishes Mary Anne |

Mexican Adoption
I looked at the state department rules and regulations and it looks pretty formidible, anyone out there with experience adopting in Tijuana Mexico. I have been there numerous times and it seems to me that there is more than an aboundance of children needing good homes

The reason the children in Mexico are not as adoptable as other counries is because DIF (equiviant to Childrens youth services.) first does an extensive search on both parents father included then tries to see if a family member or exstended family member will adopt the child. If that doesnt work then they open the child up for an incountry adoption only. For mexican citizens only. It is not completely the birth parents choice as it is here. DIF plays a huge rule. The young children under 5 -6 go quickly. The older children are usually the ones that become available. We are adopting a 10 year old from an orphanage God willing. There were only 2 adoptible a 10 year old girl and a 11 year old boy. The younger ones (2) two years old were adopted in country. There are very bueatiful children there that only get visited by their parents once in awhile as young as three, but they are not adoptable due to the fathers not signing. We just spent a week with them there were a few boys I absoltely fell in love with. I would have adopted them in a minute they were not adoptable and if they were they are young enough a Mex. family would adopt them first. In Cal there are a great deal of Mex. girls and boys that are adoptable. check out www.lifetime.com we adopted a sibling group through them they were great and not very exspensive. They like working with christian families.
