PAPERWORK: apostille/notary
We've adopted before both internationally and domestically but I can not remember this one detail. We are adopting from Mexico and we need our birth certificates and marriage license apostilled.
Can I make a "photo copy" of each certified copies that I already have from 2001 and attach a cover letter "certification by document custodian" which is notarized stating the attached copy is a true and exact copy of the original document I have in my possession? I know I did this with the marriage licenses because an apostille has to verify the authenticity of the notary and before I sent our marriage license which came back because it had a seal and not a notary on it. But what I can't remember is if I have to send the CERTIFIED copy attached or if a photo copy is fine since the letter attached is notarized. (hope this makes since) Thanks, this forum was a tremendous help in making our last adoption a success. |

We did one adoption from El Salvador and one from Guatemala. One required Apostilles and the other Certifications. For neither did we use a cover sheet on our birth certs and marriage licenses. They were approved as they were. We did send certified copies. We used a cover sheet for our tax returns, stating that they were 'true and accurate copies' and those were accepted as well. Good luck,
