help, ?s regarding our adoption in progress

Can anyone help us? We live in Pa. and are in the process of trying to adopt a 19month old boy who currently is in foster care, birth mom's rights are going to be terminated, maternal granmother was found as an unfit resource,but with the new Grandparent law, she has been granted a new home study and supervised visits, does anyone know much about this new law? Any help or advice would be appreciated greatly! Thank you.
