step adoption

i'm new to all of this. i'm looking in to adopting my "step"daughter. her dad (my husband) has full care, consern and coustody of her. her bio mom has vary little to nothing to do w/ her. last known she is liveing in WI.(she hasn't seen her in 2 1/2 yrs and that was only because a family member seen biomom at the state fair. she has only called 5 times 6 months ago. and now nothing agian.)
i'm looking for info to deal with stepadoptions and also what excatly is an "open & semi-open" adoption? i'm in Indiana. i don't want to shut bio mom out total, (she is doing a fine job of that herself) but i would like to make sure that if anything was to happen to my husband that she will not get ripped from me to be with a total strager. (i've been w/had her for coming up on 5yrs now) any and all info will be greatful.
thank you and take care all
