Anyone from TN that has adopted elsewhere?

Hi, we are a miltary family, but our home of record is TN. We were going to use a facilitator but TN does not allow it. Anyone have experience with this? We live in Hawaii now but TN is still his home of record. Any ideas or suggestions?
