Mommytobug, There are so many agencies that base fees on a flat rate rather than one based on various expenses; they are generally more expensive, but no financial risk is involved. Call around and speak to adoptive parent case workers; they should be able to give you the information that you need. Also, the book The Adoption Option: Complete Handbook provides this information; though it may be several years outdated.
About post birth and post consent placement, most agencies do them when they have an expectant mother who has chosen very late in pregnancy or post birth to make an adoption plan. (we have worked with four agencies for one adoption and an upcoming match and each of them does this when the need arises) In addition, many expectant mothers (according to our attorney) ask that the agency choose the adoptive parents based on a list of her criteria. It is probably much more common than one might think.
You can specify with many agencies the length of time that you choose to be matched or that you choose to be matched only post birth, post irrevocable consent or once the revocation period has ended. We did not make any such stipulations and had experienced two failed matches after special and lengthy relationships with women pre-birth; however, we were chosen and contacted about our daughter just after her birth. We decided to go in less than 30 seconds after receiving the call from our agency and met her within 12 hours. We waited a 10 day revocation period then an additional 30 days to finalize immediately in her birth state; yes, we spent 40 days in a corporate apartment, 2000 miles from home.
