Is it only in Pennsylvania?

I contacted my agency again about my concern that I have been a registered resource family since September of 2008,but I have only recieved about 5 referrals in a years time.My first placement only stayed 6 months,after that I have gotten only 3 calls.

They told me because PA has no state budget in place that has an effect but also that they are trying to keep children in the homes more now.

I am also told that the majority of the children are older with a lot of issues(I guess they feel I can't handle them) .

Is this only happening in Pennsylvania or is this around the country?

Seems where I live there is a huge push for foster families, but I wonder how many families are empty and waiting for a referral?

I'm in NY. I adopted my last 2 in January and the adoption cw said the same thing although the DSS worker said during tough economic times, there are more calls about kids being abused. I think with the recession, keeping kids in the home with oversight is being tried.
