Just my .02 my friend has a built in crseat in her car and it says clearly that a child has to be 40 lbs in order to use it.... the child is still 5 pounds too light for built in carseats. I would call the cps sw or GAL as pp have said and get that carseat provided for her safety.

I agree with everything above! If you do decide to purchase one on your own be sure to get one that can convert to a booster. It will save you money down the road.

Actually most states do not require car seats on transportation for hire or public transportation. 3 year olds who ride the bus to school aren't in car seats. The daycare van does not have car seats. There is an exception to the rule that applies here would be my guess. You could ask nicely "Don't you have to have car seats?" and I am sure the driver will explain why it is not required.

Even if its not required a 22 month old should be sitting next to an adult I would think.

In PA, they are required to have car seats in van and bus for the kids. My son is 10, but very small for his age and he is in a car seat on the van or bus for school. If they have to use a different vehicle, they transfer the car seat.
