How does CPS decide what level a child is?

I an fairly new to this less then a year and was wondering what is the difference between a level 1 home level 2 etc......

Here it is determined on psych evaluations, but I'm sure that what equals what level differs all over the place. Here, our FS was considered a level 2 out of 3 due to "severe emotional/behavioural disorder". If they call level 2 "severe" I have no idea what they'd call a level 3, but I'd say the placing was accurate in that he was (what I'd term) "moderate" in his disorder.

Googled it, found a fairly extensive checklist:

I personally felt my friends boys who were pulled should have been classified as moderate due to their behavior issues, but they were not. Result was their first placement lasted a total of 6 hours--the next placement lasted three months & then they were split from younger brother and are now in a home that supposedly has more experience. Took them long enough!

From the checklist though it sounds as if behaviors have to be pretty darn severe to qualify even for moderate!

Here are the guidelines from Texas:


DFPS - Service Levels for Foster Care

The decide what level a child is at based on input from various doctors/therapists. Unless there is prior knowledge of the family/child, a child usually enters foster care at level 1. The foster family can then initiate the move to another level by requesting testing and by providing their own documentation of how the child behaves in their home.

Also, keep in mind that the higher levels are not always just kids that have behaviours.....it can also be children who are "medically needy" or medically "fragile"....they require more care, doctors appts, PT/OT services, specialists etc.

would a child that has 2 to 4 appointments a week be considered level 2?
