As far as I know, If you are not going through a private adoption, there is no difference between foster/foster to adopt.
If you adopt a child through DCF system you must be their foster parent for 6 months before you can start adoption proceedings. The link below is to the Adoption Info center of Illinois. There are photo listings there. Adoption Information Center of Illinois - Connecting children with loving adoptive families. Good luck!

When I first looked into foster care, I too was told there is no difference or designation for foster/adopt.

In IL there is no difference, when DCFS licenses you, you take the PRIDE classes and you are lic. to foster or adopt through foster care. They do concurrent permanency planning. Meaning that while you have a foster child, they ask you whether you are willing to adopt if they do not go home. That way they have a plan if place if reuniting doesn't happen. If the FP doesn't want to adopt, they would find a lic. family to adopt the child. As far as I know, they do not differenciate between foster and adoptive homes. We fostered there for 5 years before moving to Louisiana. We like the system here much better. They actually follow the law and move towards adoption after one year of reunification efforts. They also have what they call Promise Homes which are families who want to adopt and so they place children with these families who they think are at high risk for not going home.
