Also if I had my foster to adopt homestudy done by an agency not cps. Well cps paid for it. How would I go about getting a regular domestic homestudy? If I went through the same agency would they just charge me to update what they already have on file, or would I have to start at square 1 again.

If the child or children you're interested in are in another county, then from everything I've understood it is up to the DCF office or your agency that you work with job to send the homestudy to the CW of the child(ren) you are interested in. Then the CW from the other county should contact you.
I'm sure your homestudy agency will use the homestudy for DCF as a jump off point. In a perfect world they would just update it and charge you an update price. In an imperfect world, they might make you do everything over again because doesn't DCF own that homestudy since they paid for it?
