I know that to adopt from another state there has to be an Interstate Compact. However, we have a 2 month old that was placed with us (foster only) and the Grandma is wanting to have her placed with her. However, she lives in the next state. So, they are working on an Interstate Compact, which they say they can expedite because of the child's age.
Has anyone else had any experience with an Interstate Compact being done just for placement and not for adoption? Thank you

Yes - but it didn't turn out very well and we still have the girls. The grandma in our case had a homestudy and paper work done in about 2 months. She ended up not passing her homestudy because her live in boyfriend had 3 DUIs. She did kick him out but then the receiving state that she lives in said that they would let the children come to live there and supervise that but would not provide services to the birth parents so the judge in our state would not send the case to the next state. Grandma has only seen the girls 3 times and has had no contact with the agency or me so maybe she really didn't want them.

i'm pretty sure even for placement, they will still have to be approved by the receiving state, and most likely will end up in path or similar classes and finding themselves doing a homestudy. "expedite" might just mean they don't sit on the paperwork for 2 months first. also, i've learned, each receiving state wants and expects different things. so it will depend on where grandma lives. the important thing to remember is the icpc is just the first part of the placement. it is just the order that says the child may move across state lines. then it is up to the receiving state to say what has to happen next. i'm in path right now with a bunch of people who are trying to get their grandchildren out of care and into their homes, and all of them are having to complete path and a homestudy before that can happen.

Our ICPC was done for fostering and then adoption once TPR occured. The receiving state still has to approve the placement and setup a SW to visit each month to report back to the sending state. The court cases will be held in the sending states courts too. At least that was how our daughter case was while we fostered her here.
