Question Out-of-state Foster/Adoption & Subsidy

Has anyone foster/adopted from another State (i.e. from a photolisting or out-of-state referral)???

Do you still receive a monthly subsidy if you do? If so, what state's rate do they go by? (YOUR state or the state were the children are from?)

I hope that question isnt too confusing.

We receive an adoption subsidy for our daughter whom came from another state to our home. We receive the monthly stipend that we received as foster parents along with she gets medicaid until she's 18. We also received 2k in travel expenses reimbursed. It depends upon the state and if the child is eligible for Title IV or in a category they give a subsidy too (such as over a certain age, sibling groups, etc..)

Thank you soooo much for this info! I am leaning towards this option (my Case Worker actually encouraged it!). It's not at all about the money but, honestly, a subsidy for adding 1-2 more children to our family would help greatly. Thanks again!

I am fostering kids from a different state because I was the foster parent in that state and then moved to another state after they went home. When they came back into care, I had to get licensed in this state. I get paid the rate for the state I am in which is slightly higher than their home state.

In our case the adoption subsidy was related to the sending states subsidy and not OUR state. If we could have gone by our states subsidy then that would have been great because FLorida (our state) actually gives foster kids being adopted a 4 yr college scholarship! But, no Idaho (sending state) would not release the case to Florida so we could take advantage of the college scholarship. They get money for each adoption finalized and refused. So, we have our adoption subsidy thru Idaho and not Florida (where we live).

We are doing exactly that and our subsidy comes from the sending state (The state where they came from.) However, the medicaid is provided here in our state since this will be their home state in the end.

Our kids are from Idaho too! Idaho gets money for finalizing adoptions? I did not know that. I hope that encourages them to do just that...lol....

Our Perm. hearing is scheduled a month after the tpr hearing. Do you think they will move the case down to my state as well?

Idaho I doubt will move anything to your state. They are very stubborn about that. In fact the adoption coordinator there in Boise told us flat out they will NOT move the jurisdication to Florida until right before the adoption. They did not want Florida to have a DCF case number or anything because then that meant they would not receive money for the adoption. All her court cases were in Idaho and only court we had to attend was the adoption finalization here. So, because Idaho receives money for every adoption they have then they refuse to move the cases to the receiving states. Then they lose that money so it's not a good thing if you are trying to get it moved to your state.

But in the end it worked out because Idaho gave us 2k in travel expenses which Florida would not do if we did our adoption subsidy thru Florida.

All states recieve money for adoptions that they finalize out of their foster care system, it is federal money that they recieve to encourage the states to streamline thier fostercare system and promote permanency. Most states will not move jurisdiction for that very reason. Usually you will recieve the subsidy from the sending state.

I was thinking we would get subsidy choices from here but it makes sense now that we would get it from Idaho. What subsidy choices did they have. I know here they have about three you can choose from.

We got everything we asked for because Alexis was Title IV eligible plus she was 8 years old. We got the regular stipend til she's 18 of 300/month, a 2k travel reimbursement (had to present receipts to the SW), and medicaid (state of Florida) til she's 18. I believe if the child needs more help medically you can go above the 300 but I'm not sure about that. Of course you would have to prove that you need more also. That was all we were entitled to so I don't know what is above and beyond that. Best bet is to ask the SW in Idaho what they think you can get approved for. Our SW was good as she pushed for the max on everything and we were approved no problems...didn't even have to negotiate with them. But then again the original SW told my husband that our niece's case was the worst case of child abuse she had seen in her 20 yrs there and she was taken due to aggravated circumstances. I think that had a part in her being eligible too.

She is doing great! She's in therapy (has been since last July) and the therapist even said she felt she has made great progress. I can see it too. The therapist in Idaho actually drafted a letter against us saying she'd regress if moved, etc...after never meeting us or knowing anything about us. We proved them all wrong. It's baby steps...and she's doing alot better then anyone expected. It's amazing how resiliant kids are!

I recently had 3 siblings placed with me from another state. The state they are from is paying half the POS and I am responsible for the rest ($12,000). I receive a subsidy from the state they come from, but so far it doesn't cover what I owe. We will be in a tough financial position for awhile. I keep being reminded of the tax refund, but I would receive that even with no costs because they are all special needs.

3 kids cost way more than I expected.
