adoption subsidy & piggy back adoptions

We have already adopted 2 dd and rec. subsidy for them because adoptions took place after they were 5 yrs old. We are now foster/ adopting a DD biological sibiling of theirs , she's soo sweet. (TPR soon)with 1 more baby on the way also a sibling.
Will those children rec subsidy as well? --it Should be final before they are 5, -- are they a sibling group? even if they are adopted seperatly.

With the baby on the way will DYFS piggy back the baby's case to the one that's in process?

In TN, a sibling group is defined as three or more children. Do they have any medical/psychological/emotional issues that would qualify them as "special needs" or "hard to place"? Are they minority children? These are the specifications needed to qualify for a subsidy in my state.

As far as doing the tpr/adoptions at the same time, it just depends on your county. Is it a "given" that the baby-to-be will be tpr'd? Does mom or dad have any chance of working a plan to get this child back? Our last adoption, even though we KNEW it would go to tpr, they still had to present the bps with a plan for them to work (they didn't). The adoption was finalized when ds was about 7 1/2 mo. old.

I have no clue if they would hold the one for the other when it's an infant. I do know that they held our eldest for over a year waiting on the TPR and the appeal for the next younger 2. They do have younger siblings, but they were adopted a long time ago (our eldest was in kin-ship placemtent, and the other 2 were with their bio-father when the next 2 were born).

I mostly wanted to say, I wish you luck, and admire you for taking the girls newest siblings. I hope things work out the way you want.
